Most Heron Bay listings die a small, expensive death in the last two weeks before closing. The buyer's attorney reads the estoppel, finds a line the seller never mentioned, and asks for a credit. The seller, who has been quoting a single monthly HOA number for six months, has to decide whether to argue or write a check.
The number was never wrong. It was incomplete. Heron Bay carries a stack of three separate assessment lines, and each one is governed by a different body, a different statute, and a different clock. The estoppel is the document where the three lines finally sit next to each other on one page. Sellers who reconcile them before contract keep the money. Sellers who wait until title pulls the certificate concede it.
The first line is the Heron Bay Community Association master assessment, the community-wide dues the master HOA collects to run the gates, the Commons amenities, perimeter landscaping, and community-wide reserves. Reported ranges for Heron Bay master and sub-HOA combined dues sit roughly between $300 and $400 per month depending on the sub-community, but the number in the estoppel is the one that governs, not the number in the listing description.
The second line is the sub-HOA assessment for the specific enclave, whether that is Tuscany, L'Hermitage, Mizner Village, Bay Cove, or one of the other neighborhoods inside the master. Sub-HOAs run their own budgets, their own reserves, and their own architectural review board. A homeowner with an unresolved paint or fence violation at the sub-HOA level still closes with an open compliance file, and that file transfers to the buyer as an inherited problem.
The third line is the one out-of-market buyers never see coming. Heron Bay is inside the service footprint of the North Springs Improvement District, a Chapter 298 water control district that provides water treatment, wastewater collection, and stormwater management to nearly 40,000 residents across Parkland and Coral Springs. NSID levies non-ad valorem special assessments that appear on the annual Broward County property tax bill, not on the HOA statement. As of the district's December 2025 board meeting, NSID formalized an agreement with the newly independent Broward County Tax Collector to continue collecting those assessments, and the same meeting advanced Special Assessment Bonds, Series 2026 for the Parkland Royale II Assessment Area, which is the kind of item that can quietly reset expectations for buyers underwriting a purchase against last year's tax bill.
Three lines. Three governing bodies. One closing table.
Florida rewrote its estoppel rules under Fla. Stat. §720.30851, and the version in force through 2026 forces the association to itemize far more than a monthly balance. The certificate must set out assessments and other moneys owed on the date of issuance, approved special assessments scheduled to be levied, an itemized list of assessments scheduled to become due for each day during the effective period, and assessments to be levied against the parcel in the next twelve months.
That last category is the one sellers misread. It does not ask the association what dues are today. It asks what dues are next. If the master board has voted a capital project into next year's budget, or if the sub-HOA is preparing a special assessment to fund a reserve shortfall, the estoppel is the document that surfaces it in writing. A buyer's attorney who reads that language into an inspection contingency has grounds to renegotiate.
A hand-delivered or electronically transmitted estoppel is valid for 30 days. One sent by regular mail is valid for 35. If the closing slips past that window, a new certificate is required, though an amended estoppel triggered by an association's own error carries no additional fee. Sellers running a 45-day contract with financing contingencies should assume they will pay for the certificate twice.
Three items in the Heron Bay pipeline change what the "next 12 months" line is going to say.
Saltgrass at Heron Bay. The Toll Brothers 52-home community at 11773 NW 70th Place opened in June 2026 on the former golf course "dog leg" the City of Parkland sold to Toll Brothers for $19.5 million after acquiring the 65-acre parcel from NSID. Per the term sheet the Parkland Commission approved with the Heron Bay Community Association, homes constructed inside city limits become part of the Heron Bay Community Association and are subject to the same rate assessments. Fifty-two new master-HOA-paying households changes the master's budget arithmetic, and any budget revision approved for the next fiscal year has to be disclosed on estoppels issued after the vote.
Village in the Park. The city's 25.3-acre commercial rezoning on the balance of the former golf course parcel, designed by 505 Design under RFP awarded in June 2023, is still pre-development but already priced into resale conversations. Buyers ask about it. Estoppels do not describe it. A seller who cannot answer the question in writing loses the negotiation to a buyer who assumes the worst.
NSID Series 2026 Parkland Royale II bonds. The Series 2026 issuance is tied to the Parkland Royale II Assessment Area, not to Heron Bay proper, but the same board that issues those bonds sets the non-ad valorem assessment methodology that appears on every Heron Bay parcel served by the district. Board minutes are public. A seller who has read them arrives at the closing table with the answer already prepared.
Order the estoppel before you sign the listing agreement, not after you accept the contract. The certificate takes work to prepare, and the 30-day validity window is not a deadline you want to test against a mortgage clock.
The master Heron Bay Community Association enforces community-wide design standards visible from common areas, and the sub-HOA enforces neighborhood-specific standards on paint, fencing, and landscaping. A homeowner who painted a shutter without approval seven years ago is in violation at the sub-HOA level even if the master ARB never noticed. The buyer's title company will not catch that on a lien search. The estoppel may not itemize it. The sub-HOA property manager will confirm it in writing if asked, and asking is a fifteen-minute call that saves a five-figure fight in escrow.
Does the NSID assessment transfer with the sale like an HOA balance, or does it prorate like taxes? It prorates with the property tax bill because it is billed on the annual Broward County tax bill as a non-ad valorem line. Confirm the proration language in the contract and confirm the current-year amount against the tax collector's record, not against last year's estimate.
If the buyer waives HOA document review, do I still need to order the estoppel? Title requires it to close. Waiver of the review contingency does not waive title's requirement, and the association's turnaround does not care about the buyer's contingency clock.
Can I list before Saltgrass closes out its remaining phases? Yes. Buyers are already comparing resale finish levels against Toll Brothers' 3,000-plus-square-foot models. The stronger move is to price and present against the new construction comp set from day one rather than react to it during inspection.
What if the estoppel shows an approved special assessment I did not know about? Disclose it in writing before the buyer's attorney does. A seller-initiated disclosure preserves the negotiation. A buyer-initiated discovery ends it.
Heron Bay rewards sellers who treat the estoppel as a pricing document, not a closing formality.
